He warns, “If we keep dabbling under 72 [new jets per year], that isn’t winning, that is raising the water line.” It is a polite way of saying we are screwed if we don’t open the coffers.
Right now, we’re throwing money at keeping old planes in the air. Soon, they’ll be unflyable.
