Michelle Steel first made her mark in Congress in 2020 when she won a seat in the neighboring 48th District, overcoming Democratic incumbent Harley Rouda. Steel regained her seat in 2020 and maintained a narrow lead in 2022, making CA-45 one of the districts that went for President Biden in the 2020 election by about 6%.
