Ukrainian President Volodymyr Zelensky recently declined an offer from the United States that would have involved exchanging access to Ukraine’s rare earth minerals for military aid. This proposal was presented by Vice President JD Vance at the Munich Security Conference. According to the proposal, the U.S. would gain access to Ukraine’s rich deposits of critical minerals, such as graphite, lithium, titanium, beryllium, and uranium, necessary for defense and technology sectors.
Zelensky explained his decision, stating that he did not allow his ministers to sign off on the agreement because it did not adequately protect Ukraine’s interests. He emphasized that any deal involving the transfer of such valuable resources to the U.S. must be accompanied by significant security guarantees to deter future threats from Russia.
At the conference, Zelensky expressed his belief that security assurances from Europe alone would not suffice.
