Treasury Department Announces New Leadership Role at IRS
In a move aimed at improving efficiency and service at the Internal Revenue Service (IRS), Treasury Secretary Scott Bessent has appointed Frank Bisignano as the agency’s Chief Executive Officer (CEO). Bisignano will retain his position as Commissioner of the Social Security Administration (SSA) while taking on this additional role.
Secretary Bessent highlighted Bisignano’s proven track record in both the private and public sectors as key to this decision. “Frank is a businessman with an exceptional record of driving growth and efficiency,” Bessent stated. “His leadership at the SSA has already yielded substantial progress in delivering on the President’s agenda.”
This new CEO role will allow the Trump administration to implement leadership at the IRS without waiting for Senate approval. Bisignano will report directly to Secretary Bessent, who is currently acting commissioner of the IRS.
Bisignano’s confirmation as Social Security commissioner came in May, with a Senate vote of 53-47. His term was set to continue until January 2031.
Bisignano’s professional background includes time as co-chief operating officer of JPMorgan Chase and CEO of its mortgage banking section. He later served as CEO and chairman of Fiserv, a payment processing firm.
During his time as SSA commissioner, Bisignano has focused on improving customer service. He successfully reduced the average wait time on the agency’s national call line from nearly 28 minutes to under 5 minutes, a major improvement for those seeking assistance with their Social Security benefits.
He has also worked on reducing the backlog of disability claims, decreasing the record number from June 2024 by roughly 26%. These improvements demonstrate Bisignano’s skill in streamlining large-scale operations.
Secretary Bessent expressed confidence that Bisignano’s expertise will translate well to the IRS. The focus will be on improving collections, protecting taxpayer privacy, and enhancing customer service. “We are pleased that he will bring this expertise to the IRS as we sharpen our focus on collections, privacy, and customer service in order to deliver better outcomes for hardworking Americans,” Bessent said.
This appointment comes at a time when many Americans are concerned about government efficiency and the responsible use of taxpayer dollars. The hope is that Bisignano’s leadership will bring much-needed improvements to the IRS, making it more effective and responsive to the needs of the people it serves.
