A New York City Fire Department (FDNY) official has stepped down after a controversial “team-building exercise” at a Brooklyn high school sparked outrage. Michele Maglione, 57, an assistant commissioner who oversaw youth programs, organized a “cotton ball relay race” during a summer leadership academy at the FDNY-Capt. Vernon A. Richard High School for Fire and Life Safety.
The game involved students, many of whom were black, using their faces (smeared with petroleum jelly) to pick up cotton balls and transfer them to another location, with their hands tied behind their backs. Critics quickly condemned the activity as insensitive, given the historical context of slavery and cotton picking in America.
Maglione, who is white, posted a video of the game on social media, where it was met with mixed reactions. While some students appeared to be enjoying the activity, FDNY recruiters raised concerns with department leaders, arguing the game was deeply offensive and carried negative racial connotations.
Following an internal investigation, Maglione was removed from her position and demoted. Rather than face disciplinary proceedings, she chose to retire.
An FDNY spokeswoman confirmed the department’s response, stating, “Once the Department became aware of the incident and social media post, we immediately modified her duty status and launched an investigation. Based on this investigation, this individual was permanently removed from her position.”
Sources within the FDNY expressed sadness at the situation, with one calling it “poor judgment” on Maglione’s part. The source said, “I’ve known Michele for a long time. She’s a lovely person. She cares about those kids. It was an error in judgment, not an intentional act.”
However, the incident has also brought forward other claims of inappropriate behavior by Maglione. One former student alleged that Maglione made disparaging remarks towards black and Hispanic students in a separate FDNY program. The FDNY has not commented on these allegations.
