CHARLOTTE, N.C. — The tragic death of Iryna Zarutska, a 23-year-old Ukrainian refugee, has stirred outrage among community members and officials. Zarutska, who fled Ukraine to find safety, lost her life in an inexplicable incident on August 22. She was fatally stabbed on a commuter train by 34-year-old Decarlos Brown Jr., a man with a long record of arrests and mental health issues.
According to the police, Brown had a significant history of criminal charges, which included previous arrests for robbery and psychiatric commitments. In January, he was apprehended after making repeated 911 calls from a hospital, but a judge released him without bail.
