Gov. Henry McMaster announced on September 16, 2024, that Robert M. Kerr, the Director of the South Carolina Department of Health and Human Services (SCDHHS), will retire on November 1, 2024. Kerr has been in this role for more than three years, having been appointed by McMaster in April 2021 and confirmed unanimously by the South Carolina Senate shortly after.
In a statement, Governor McMaster praised Kerr, saying, “Director Robby Kerr is a remarkable leader and devoted public servant. His guidance has been invaluable to governors, lawmakers, and colleagues.” McMaster highlighted Kerr’s significant contributions, particularly his work in transforming and modernizing the state’s Medicaid program, which has improved services and health outcomes across state agencies. “South Carolina is better today because of Director Kerr’s efforts,” he added.
In his resignation letter, Kerr reflected on key achievements during his time in office. He noted advancements in behavioral health, including the doubling of school-based counselors, investments exceeding $45 million in crisis stabilization units in hospitals, and over $100 million in collaborative funding for regional behavioral health hubs. Additionally, he highlighted successful stabilization of the Medicaid budget while enhancing provider rates and expanding services.
Medicaid is the program through which the federal and state governments work together to provide medical care for low-income individuals in South Carolina. Established under the Social Security Act in 1965, South Carolina joined the Medicaid Program in July 1968. The SCDHHS oversees Healthy Connections, the state’s Medicaid program, offering health coverage to various groups such as children, pregnant women, senior citizens, and individuals with disabilities.
